           JOINT RESOLUTION NO.

INTRODUCED BY

                              (Primary Sponsor)

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA TO ESTABLISH A MEMORIAL ON THE CAPITOL GROUNDS TO RECOGNIZE THE SACRIFICES MADE BY MONTANA MEN AND WOMEN WHO HAVE SERVED IN THE UNITED STATES ARMED SERVICES IN DEFENSE OF FREEDOM AND IN RESPONSE TO A CALL TO SERVE THEIR COUNTRY.

WHEREAS, the Montana Legislature recognizes the commitment of all men and women who have served in the United States armed services since statehood; and

WHEREAS, the Montana Legislature wants to particularly recognize the ultimate sacrifices made by those who died in service to their country on the battlefield; and

WHEREAS, freedom cannot be maintained without diligent attention and sacrifice, not only in conflict overseas but at home; and

WHEREAS, war and other military conflicts can bring out both the best and the worst in those who fight and leave humanity both uplifted and desolated; and

WHEREAS, recognizing and honoring those who have served in the United States armed services also acknowledges that a true memorial to honor them becomes an ongoing reminder, to paraphrase Abraham Lincoln at Gettysburg, that the horrific experiences and efforts of those on the battlefield shall not have been in vain nor held lightly by citizens, especially those entrusted to maintain freedoms and peace, and that this reminder is also for all citizens to never enter into a conflict without weighing all of the horrible consequences.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     (1) That the Capitol Complex Advisory Council, established in 2-17-803, be urged to designate an area on the block on which the Capitol is located to serve as the site for a memorial recognizing that military service is a crucible that results in sacrifices and that Montana's men and women have made these sacrifices as they sought, and still seek, to uphold freedom and to establish the conditions for peace by serving in the United States armed services.

     (2) That the Capitol Complex Advisory Council be urged to work with representatives of interested veterans' organizations to determine a design for the memorial. The legislative intent is for a memorial that incorporates long-term maintenance efficiency.

     (3) That the memorial be paid for by private donations. Private donations also are encouraged for maintenance of the memorial.
