HOUSE JOINT RESOLUTION NO. 10

A JOINT RESOLUTION OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA URGING CONGRESS TO SUPPORT THE ESTABLISHMENT OF NEW REVENUE STREAMS TO SUPPORT WILDLIFE ADAPTATION TO CLIMATE CHANGE.

 

     WHEREAS, large, intact, and functioning ecosystems, healthy fish and wildlife populations, and public access to natural landscapes contribute to the West's quality of life and economic well-being; and

     WHEREAS, the integrity of those ecosystems is at risk in Montana and throughout the West from climate change and other factors; and

     WHEREAS, the adverse effect of climate change may pose the single most serious threat to the long-term sustainability of indigenous fish and wildlife populations; and

     WHEREAS, planning and implementation of conservation designs for the purpose of fish and wildlife corridor protection and establishment, for scientific study and monitoring of the impacts of climate change on natural resources and ecosystems and their response to management activities, and for other aspects of fish and wildlife adaptation to climate change require long-term, sustained funding significantly beyond the current resources available to federal, state, territorial, and tribal natural resource agencies.

 

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF MONTANA:

     (1) That the United States Congress be urged to support the establishment of new revenue streams to support wildlife adaptation to climate change in any relevant climate change legislation, such as carbon cap and trade or carbon tax legislation, that may be enacted by the United States Congress.

     (2) That any relevant federal legislation should establish a permanent appropriation that will be made available to federal, state, territorial, and tribal natural resource agencies for the development and implementation of conservation strategies to address the impacts of climate change on fish and wildlife populations and ecosystems, for scientific research and monitoring regarding the impacts of climate change, and for federal matching funds for local communities and states to maintain or reestablish landscape connectivity through protection of crucial habitats and corridors by means of conservation leases, easements, or acquisition.

     (3) That the Secretary of State send copies of this resolution to the Montana Congressional Delegation, the Majority Leader of the United States Senate, the Speaker of the United States House of Representatives, the Secretary of the United States Department of the Interior, and the Director of the United States Fish and Wildlife Service.
